The present analyse was developed within the framework of Self-Employment&#13;
project, i.e. “Guidance and counselling for self-employment”, financed under&#13;
EU Leonardo da Vinci Programme. The aim of this project is to identify the&#13;
location and the value of guidance and counselling services addressed to people&#13;
considering self-employment. The project conducted a survey of existing&#13;
guidance and counselling services in different location addressed to educated&#13;
and experienced persons who wish to start their own business, how they were&#13;
assisted and provided necessary guidance. The project partners are from&#13;
Austria, Poland, Romania and Finland.&#13;
This complementary partnership represents the background of counselling and&#13;
guidance, academic and education, research and analysis fields strengthen by&#13;
small business orientation and experience in self-employment project. They&#13;
represent environments of different level of national awareness, policies and&#13;
educational offer.&#13;
The present paper is based on the findings of the field study, aiming to identify&#13;
the real needs of the self-employed and of the people considering selfemployment&#13;
and if supporting services available are suited to their needs.

Fisheries and aquaculture can provide a key contribution to food security and&#13;
poverty alleviation. Fisheries and aquaculture policy is an instrument for the&#13;
conservation and management of fisheries and aquaculture. It was created with&#13;
the aims of managing a common resource. Fisheries policies and management&#13;
strategies the world over is in a state of flux, continued attempts to use fisheries&#13;
as the key to solving a complex web of social and economic issues threaten to&#13;
overwhelm the basic fact that, if this resources are overfished, they will not&#13;
sustain either social or development.

Present for the first time on the European order of business at the beginning of&#13;
the ‘70s, the concern for the environment gains a distinctive nature as the Rome&#13;
Club signalled the diminishing of the natural resources and the rapid&#13;
deterioration of the quality of water, air and soil, of climate in general. Starting&#13;
with 1972 the community environment policy was created and developed as one&#13;
of the most important common policies.&#13;
Although it does not match the funding for the regional or the agricultural&#13;
policies, the environment policy has become important due to the fact that it has&#13;
to be approached when conceiving and applying the rest of community policies.&#13;
The sustainable development strategy, the way it was adopted and&#13;
(re)confirmed at the international summits in the last two decades (Rio – 1992,&#13;
Johannesburg – 2002 and the Kyoto protocol), has become the main element of&#13;
action of the environment policy measures. The preoccupation for nature&#13;
precedes and accompanies all actions and orientations of social and economic&#13;
policies because it is motivated by the care for the primordial heritage of the&#13;
future generations: the planet’s health.&#13;
The environment policy reflects the interest of the entire society in nature and&#13;
the numerous green movements, environment organizations and political parties,&#13;
that display a successful raise on the political arena, express the evolution of&#13;
mentalities and attitudes as well as the degree of accountability of the governors&#13;
and the governed towards this vital aspect for the present and the future.

Tourism is the brilliant and efficient combination of the natural elements existing&#13;
in a geographical space, of the general components of human existence&#13;
(language, culture, traditions, folklore, hospitality), of the human factor and of&#13;
the infrastructure. If one of these elements is inefficient, then their combination&#13;
will be an unfortunate one. What Romanian tourism needs is the infrastructure&#13;
and efficiency in the exploitation of its rich natural elements. If to all these we&#13;
add an unhealthy mentality of tourism performers, then we may say we sketched&#13;
the image of the Romanian tourism. A special natural foundation is an absolutely&#13;
wonderful thing, but without the rest of the components, without attractive tourist&#13;
programmes to highlight those natural beauties, and without material basis at&#13;
European standards, tourism will remain one of the national economy fields&#13;
insufficiently exploited.
